The German Visa Application Centre is responsible for all applicants from the
following provinces: Fujian, Guangdong, Hainan and Guangxi
The German Visa Application Centre performs a number of routine administrative
tasks on behalf of the German Consulate General in Guangzhou including:

giving information by phone, e-mail or in person about applying for a visa to
visit Germany

arranging an appointment for an interview with the German Consulate General
for applicant who would like to apply for long term visa to Germany（Effective form 26 March 2012, applicant who applies for Schengen visa to Germany may not need an interview at the German Consulate General in Guangzhou, however, Consulate may request applicant for an interview if required）

pre-scrutinizing of completeness of application and documents

return delivery of passports after receiving them from the German Consulate
General
The German Consulate General in Guangzhou advises applicants to submit their visa application for Schengen visa through the German Visa Application Centre.
The German Consulate General in Guangzhou advises applicants in the process of
applying for a long term visa to submit their visa applications to the German Consulate
General only with a prior appointment arranged in the German Visa Application
Centre.
The German Consulate General will only process complete application and documents.
The German Visa Application Centre is organized purely to improve and smoothen
the visa application procedure.
The final decision whether a visa is issued will be made at the Visa Section of
the Consulate General of the Federal Republic of Germany only.
